You can combine sem, plus (almost) any verb in it’s infinitive form.
You can use this format to say things like, sem falar, sem pagar, sem pensar, sem perguntar and so on.
Sem saber o que fazer. (Without knowing what to do)
Eu estou falando sem parar. (I'm talking non-stop.)
sem olhar (without looking)
